UC Davis 2003 Long Range Development Plan
The UC Davis 2003 Long Range Development Plan (2003 LRDP) is a comprehensive land use plan that will guide physical development on campus to accommodate projected enrollment increases and expanded and new program initiatives through the 2015-16 academic year. An Environmental Impact Report (EIR) was prepared to evaluate the environmental effects of growth under the 2003 LRDP. The 2003 LRDP and its EIR were approved by the Board of Regents of the University of California on November 20, 2003.
The 2003 LRDP EIR can used at a program-level for the environmental review of campus development under the 2003 LRDP. The EIR provides a Mitigation Monitoring Program to ensure mitigation or avoidance of significant environmental effects associated with campus and cumulative growth through 2015-16.
In addition, the 2003 LRDP EIR provides project-specific environmental review of, and serves as the basis for approval of, the following five projects: Neighborhood Master Plan (NMP), Research Park Master Plan (RPMP), Multi-Use Stadium Complex, Robert Mondavi Institute, and Chilled Water Facility Expansion.

NEIGHBORHOOD MASTER PLAN
The Neighborhood Master Plan plans for a University neighborhood that will be located on approximately 225 acres west of State Route 113 and south of Russell Boulevard. The neighborhood would include housing for about 3,000 students and would include about 500 faculty and staff housing units. The neighborhood would also include recreation areas, open space, a mixed-use retail center, a Community Education Center, and an elementary school.

RESEARCH PARK MASTER PLAN
The Research Park Master Plan plans for a research park that will be developed on campus on 38 acres located west of Old Davis Road to the north and south of I-80. The plan anticipates about 480,000 square feet of building space with capacity for approximately 1,400 employees.

The 2003 LRDP Final EIR analyzes the potential environmental impacts associated with implementation of the 2003 LRDP. AMENDMENTS TO THE 2003 LRDP
SERVICE UNIT PARK: The land use designation on approximately 4 acres was changed from Research Park-Low Density to Support Services. The project site is located on the West Campus, west of Hopkins Road.

CAMPUS CHILD CARE CENTER: The land use designation on approximately ½-acre was changed from Physical Education/Inter-collegiate Athletics/Recreation to Housing to accommodate the project. The project site is located on the central campus north of Parking Lot 30.

WEST VILLAGE IMPLEMENTATION PLAN: The West Village Implementation Plan (WVIP) provides the detailed framework for implementing the Neighborhood Master Plan (NMP) adopted by The Regents in November 2003 as part of the 2003 UC Davis Long Range Development Plan (LRDP). The West Village neighborhood located west of State Route 113 and south of Russell Boulevard includes housing for students, faculty, and staff as well as recreation areas, open space, retail space, and educational uses.
The NMP was evaluated in Volume III of the UC Davis 2003 Long Range Development Plan Environmental Impact Report (LRDP EIR) which was certified by The Regents of the University of California in November 2003. Since that time, the campus and a developer team have continued to refine the details of the West Village plan. As a result of the detailed planning included in the WVIP, the previously approved neighborhood has been reduced in size and slightly reconfigured. The 2003 LRDP has been amended to reflect these changes. Addendum #1 to the LRDP EIR was prepared to evaluate these changes.
